Laguna Hills first Mayor leaves City Council 

Laguna Hills Mayor Mel Carruth tonight leaves the Council she first led as Mayor when the city incorporated in 1991. 

Carruth says she had left the Council in 1996 to help South Orange County cities successfully fight to prevent an airport from being built at the former El Toro Marine base and then returned to the Council in 2003.

She says it’s been an honor to serve Laguna Hills residents. 

Carruth says the city has successfully weathered fiscal challenges. She credits City Manager Don White, Department leaders and staff for maintaining a conservative fiscal policy.  And now the city is welcoming many new businesses to the city.

She says she has no intention of running for any political office.

Tonight’s City Council meeting begins at seven.
