Rancho Santa Margarita seek compliance of state solid waste & recycling regulations

The Rancho Santa Margarita City Council tonight will tackle how it intends on complying with a new state law which mandates the use of green material such as residential green waste. Under AB 1594, the green waste must now be recycled through a process such as composting or anaerobic digestion.

Mayor Brad McGirr says in order to move forward with changes in the residential waste process, the Council will also discuss how to be in compliance with Proposition 218, which requires a public hearing on a proposed rate increase and justification for the rate.  The agenda report indicates the additional cost would be $2.61 per month for CR&R to recycle green waste at its anaerobic digestion facility.

Staff recommends the hearing be held Feb. 26.

In other business, the Council may award a Professional Services Agreement for the civil engineering and landscape architectural design for the Antonio Parkway Gateway Improvement Project.

Mc Girr says the project site is at the entrance to the city near Canada Vista Park. And it would involve having a median monument sign created similar to the one at Rancho Santa Margarita Parkway and Alicia Parkway.

Tonight’s City Council meeting begins at seven.
