San Juan Capistrano won’t establish sidewalk vending regulations 

Sidewalk vendors are allowed to operate in San Juan Capistrano.

The San Juan Capistrano City Council on a two-two vote, with one councilmember absent, didn’t pass proposed regulations on sidewalk vending.

Councilmember John Taylor says the city had banned pushcarts from operating in the public-right-of-way, but under a new state law, cities are required to allow the vending operations. And cities are allowed to establish their own regulations permitting them.

Taylor says without the approved city regulations, state law prevails.

Taylor says under proposed city regulations, vendors wouldn’t have been allowed to conduct business on public streets, alleys and walkways with no pedestrian walkways and they wouldn’t have been allowed to connect to any utility lines.
